Brief History and Objectives:

 

CAPSCU (www.capscu.eng.cu.edu.eg) is the Center for Advancement of Post-Graduate Studies and Research in Engineering Sciences at Cairo University. This center was established in 1974, in cooperation with UNIDO and UNESCO organizations of the United Nations to foster relations between Cairo University and National Industry. CAPSCU main objectives focus on supporting post-graduate studies and research programs taking place in the Faculty of Engineering-Cairo University (FECU), especially those related to industrial applications.

 

CAPSCU provides engineering consultations, technical services, research and development and continuous engineering education to National and International Industrial Establishments and Governmental Organizations. Consultations are offered on contractual and work order basis in all engineering disciplines.

 

CAPSCU provides facilities and equipment to laboratories as well as encouraging Faculty Members and Postgraduate Students to publish the results of their research in reputable Journals and Conferences. A directory of M.Sc. and Ph.D. Theses granted by FECU and categorized by department is annually published by CAPSCU starting from the year 1995. In addition, and in the same year 1995, CAPSCU has created annual prizes for recent holders and supervisors of distinguished Theses granted by FECU.

 

Contracting with CAPSCU:

 

CAPSCU operates as an independent business unit within the Faculty of Engineering. Work orders or official contracts are made between CAPSCU and its clients to determine the project objectives, project principal investigator and team members, duration of the project, project budget and terms of payment etc. CAPSCU takes care of all tax deductions required by current laws of the Egyptian government. CAPSCU overheads 20% by internal regulations and these are used to run CAPSCU administrative duties and also to support post-graduate and research activities in the various departments of the Faculty of Engineering.

CAPSCU Pool of Consultants:

 

CAPSCU conducts its activities and its commitments by its main pool of consultants who are all the faculty members of FECU (www.eng.cu.edu.eg) and other faculties at Cairo University (www.cu.edu.eg) together with distinguished industrial experts. The expertise of the faculty professors is supported by the laboratories, computational facilities, Internet services, libraries to help promote technical studies, R&D work, industrial research, continuous education in engineering sciences, on-the-job training to practicing engineers, feasibility studies, technical and financial assessment of industrial projects, etc

 

CAPSCU Organization Chart:

 

Figure (1) presents CAPSCU organization structure and how projects are managed as the work at CAPSCU is project-based. This type of business administration has proved to be quite successful for the type of services provided by CAPSCU.

 

Growth of CAPSCU Activities:

 

During the past few years, CAPSCU activities have focused on the following three areas:

 

·     Technical services to private and governmental organizations

·     Continuous engineering education and training

·     Support of post-graduate studies and research activities

 

CAPSCU has cooperated with many establishments since its inception in 1974. These include ministries, government authorities, public sector companies, private sector companies, and banks. About 1500 projects have been successfully completed since 1980. About half of these projects were conducted for public sector companies, a quarter for government organizations and a quarter for national banks and private sector companies. Starting from 1995, the percentage of clients from private sector has notably increased.  This is attributed to the privatization policy adopted by the Egyptian government.

CAPSCU Programs of Continuous Engineering Education

 

CAPSCU offers continuous engineering education services to practicing engineers and technical staff in almost all-engineering disciplines. The training is conducted by CAPSCU consultants and is usually at the client site. Training courses can also be tailored to meet certain technologies when required. The following are representative lists of the most frequently run training courses. The courses are conducted mainly On-Company-Site or at the premises of the Faculty of Engineering at Giza when laboratory facilities are needed. The courses lies in the areas of Mechanical Power Engineering, Finite Elements and Computer Applications, Hydraulic Control Systems, Vibrations, Machine Design, Materials and Failure Analysis, Pressure Vessel and Piping Systems, Project Planning and Policies, Metallurgical Engineering, Electrical and Control Engineering, Gas and Oil Engineering.

 

 

Pathways to Higher Education, Egypt (PHE/EG)

 

Pathways to Higher Education, Egypt project is an international grant contracted between Cairo University and Ford Foundation managed by CAPSCU.  Phase-I of the project implemented during the period from September 2002 to September 2005 according to the grant agreement no 1020-1912.  In addition to enhancing the research skills of about 700 university graduates and sharing in FGF training of 1600 BBSA graduates during Phase-I of PHE/EG, the project has succeeded in building the institutional capacities of Cairo University in a number of ways.  A dedicated "PHE/EG Management Team" has been formed and was trained during the Pilot phase of the project (Phase-I).  Educational material covering 18 courses have been developed, edited, well tested and published.  A network of faculties within Cairo University have been successfully collaborating under PHE/EG setting an exemplar model for a well orchestrated and coordinated team work within a mega-university such as Cairo University.  The dissemination activities conducted during the course of implementing Phase-I have created in-depth awareness of the global objectives of the project among university graduates.

 

The intermediate stage of the project addresses the need to continue implementation of project activities in other governorates reaching the underprivileged target group of undergraduate students in preparation of Phase II of the PHE/EG project.  It is mandatory to maintain the momentum of the basic idea and global objectives of "Pathway to Higher Education".  To achieve this momentum towards implementing Phase II of the project, the Ford Foundation has allocated funds under Grant Number 1020-1912-1 in the contract signed with Cairo University, in September 2005. 

 

Pathways Objectives

 

PHE/EG aims at enhancing skills of socially disadvantaged (underprivileged) groups among junior and senior undergraduates as well as graduates of Egyptian Universities including those located in the Upper Egypt governorates.  The objective is to improve their capacity to access post-graduate studies, to enhance their chances to benefit from the IFP program and/or to acquire better employment opportunities.

 

 

Pathways Institutional Partnership

 

The partners of Pathways on the Intermediate Stage and Phase-II are carefully selected to enable successful implementation of the project on the national level. They are Cairo, Ain-Shams, Assiut, Helwan, Minia, South Valley, Fayoum, Beni Suef and Sohag Universities as well as the Future Generation Foundation (FGF) and the National Council for Women (NCW). These distinguished partners help Pathways Management team in the policy formation and implementation of the project training activities in Upper Egypt governorates.

 

A high-level Steering Committee was established. It includes nine university presidents representing the partnership with higher education institutions, and representatives of the other concerned partners (NCW and FGF).  The terms of reference of the steering committee are to ensure achievement of project objectives, develop policies, supervise the implementation process, and to monitor and evaluate the training program.  The existence of nine university presidents in the steering committee facilitates the implementation of the project in their respective universities.  Former university presidents that were members in PHE/EG SC continue to be members in the intermediate and second phase of the project.
